Where's it located and is it meant to be a leveler or farming for a certain item?

It's located bottom of Netherstorm, just to the west of the neutral flight path.  I was just testing this as a grinder for farming arcane tomes and sunfury signets. I went there at 65 fairly geared and tonnes of 69s around decent xp.
