Pet swapping issue

Hey guys, I've just started using the pet battle options and I'm trying to get my low lvl pets to enter 1st round and swap to lvl 25 (x2) pets to finish them off.  However the first pet seems to only swap when sub 30% health, which a say lvl 1 can't survive 1 hit.

 

Any help would be much appreciated.
