[BUG] Frost Strike

Alright, so unlike my bear bug report (still sorry about that :P), I have triple checked everything on this issue.

Issue: Frost Strike refused to cast. I've tested it on a fight class with only that in there, no conditions added. Got my runic power up to 100 on the dummy, started the bot, and it never used Frost Strike. >.<

    I tested this with other classes from the site, and it still doesn't get called. :)
