Cant go to settings on my Plugins

Hey guys  everything is working correctly except my plugins... i just cant get into the setting...bot is stopped  plugin is markt when i klick on settings ... nothing happens

    Hello, some plugins have not settings, but you can open it with notepad to change code (where you have found this plugin?)

    3. Adjust your preference.
