Currently it seems there are a lot of issues with moonkin form that no one has addressed or been able to solve. That, as well as utilizing owlkin procs would be a must. I use this talent chart : 3 / 2 / 3 / 2 / 3 / 1 / 3. It might not be optimised or without error but it is working 95% of the time.
