    I would suggest a parked profile (profile with one point) on one of the spawns, my fav is the one at 31 69. I would say just make it on the ground if your on a PvE realm or can stealth or hide somehow. Manually add NPC 32491 to the kill list, then just sit and wait.
     
    Unless someone is there then try one of the others. Eventually it will spawn there. This is how I got my 3 kills for TLPD.
