    ok the idea of it working on my laptop not on my desktop got me all figured it out.
     
    Bitdefender has its cloud protection thingie "on" on my desktop pc but not on my laptop. and since its trying to block accessing this page it also prevents the bot from starting. i disabled it and voila.
