I need a "Once per Target" flag. i.e. for rogue Pick Pocket, Redirect and sap

"Once per Target" = try only once, Conditions false/true are ignored for this flag.

"try once per target" = try only once, but all conditions have to positive once.

    For "Once per Target" option it is an very good idea, I'll add it.
