Spell Condition check "Buff"

the buff check under spell conditions believes that passive abilities in the spellbook count as active buffs too.

example: as a disc priest i use the talent "Surge of Light", it will give a passive ability in spellbook and an active buff when the proc happens.

i add the spell "Flash Heal" to the fightclass with buff condition "Surge of Light" true, so it only casts flash heal when the surge of light buff proc happens, but it keeps spamming the spell even if the proc buff is not active. the same thing happens if i enter the name of other passive abilities in the spellbook to the buff check.

yeah ok thanks, this fixes my problem in this special case, but still the behavior that passive abilities in spellbook count as active buffs is not so nice since some buffs and passive abilities have equal names.
