Is there some reason why this doesn't use any of the moon spells?

This was updated pretty recently, but I'm still watching my toon pop out of cat form to hard cast healing touch instead of reaching for regrowth to consume predatory swiftness procs. This is the best profile I've found yet, except for that.

Best profile I found here, I added new moon spell because it's not there, and it doesn't use moonkin form, can't find any profile that does and have no idea how to get it to work right.

doesent use Moonkinform? why
