Is it simply not possible to make the dps help heal when needed in woltk?

I been trying to do a pala 5 team, and set the dps to heal as well when someone is below 45% but no matter what the fuck i do the bots always heal themself instead of the low health player. The bot has full health but notices someone else go below 45% and throws the healing spell only at itself. The spell in question is holy light.
