However, when my bags are full, my character doesn't use the portable mailbox or go to the nearest mailbox. Could you please tell me what the issue might be? Thank you in advance.

October 1, 20241 yr I think the problem is that in your profile, the mailbox position has the type "Flying" (and you don't use flying mount).
