I bought Legion expansion few days ago and got banned, but i bought it from a local store not online. Can i claim chargeback? I heard some people got money back. Thanks in advance.

I don't think you can claim a chargeback while buying it from a local store. If the game is opened its "used" and i don't really think they have a refund policy with these kind of games. 
But you can always try, it wont hurt you.

Yes, in my country (and i guess it's like that everywhere) if a pc game is opened, they wont take back the game

But the real question is, what happens if you chargeback blizzard via paypal? do they flag your paypal? or the bnet? what really happens?

Your account will be frozen until you pay it back. Nothing else will happen i think.
