if can i cast a spell by spell id？and how？

Hello,you can use lua code: 

CastSpellByID(1234)
CastSpellByID(1234, 'target')

or c# code:

wManager.Wow.Helpers.SpellManager.CastSpellByIdLUA(1234);
wManager.Wow.Helpers.SpellManager.CastSpellByIdLUA(1234, "target");
