Drain Mana from targets if they have mana

Is there anywhere in the fight class conditions to make it so if a target has a mana pool the warlock will use drain mana?

Sure but it is so conditional when you should drain mana instead of just killing it. I'd rather focus on interrupting casts than draining mana
