What do you want to do? Just dash when traveling?

I don't understand why you want to do this without several conditions, but okay here is your variable you need to add:

<IsBuff>true</IsBuff>
<CombatOnly>false</CombatOnly>

With Dash buff you want to add check Buff cat form true  so it won't try to usebdash without cat form
