Try with NET Framework Cleanup Tool https://blogs.msdn.microsoft.com/astebner/2008/08/28/net-framework-cleanup-tool-users-guide/ if cleaning successful then restart PC and reinstall desired NET Framework.

Versions of .NET that are system components and come pre-installed are not listed and will not be touched. Example: Windows 7 will not display 3.5, 3.0 or 2.0

thanks for helping me but its not working

Uninstall any framework you have on your machine, then install 4.6.1 and restart the pc, here solved it.

Framework 4.6.1  https://www.microsoft.com/pt-br/download/details.aspx?id=49982

i uninstalled all my frameworks with the cleanup tool but 4.6 cant be uninstalled. Its integrated in windows 10. I tried again the repair tool and it showed no error. I tried your link but the installer told me than framework 6.1 or higher is already installed

framework is a f****** **t

thanks anyway

I dont understand why wrobot worked once and no more now

Can you check do you have file System.Runtime.dll in Facades folders in v4.5, v4.5.1, v4.5.2, v4.6, v4.6.1. I attached my own files sorted by folder so you can just copy them to replace missing or corrupted file

Path: C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework\.NETFramework\v4.5.1\
Facades\System.Runtime.dll

Install these also:

DLLs: System.Runtime.dll from v4.5 to v4.6.1.zip

Check this video you might need to install legacy too i suspect issue is with v4.0 first remove newer version of framework except the one integrated using the uninstall or cleanup tool then restart and follow the video after installing 3.5 download and install v.4.0 https://download.microsoft.com/download/1/B/E/1BE39E79-7E39-46A3-96FF-047F95396215/dotNetFx40_Full_setup.exe then you can install newer versions

i have only v3.0 and v3.5 folders in

C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework\

i tried to install framework 4.7 but it didnt solve the problem

EDIT: i installed multi targeting pack for .NET 4.6 and now i have:

Path: C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework\.NETFramework\v4.6.0\
Facades\System.Runtime.dll

but no FACADE folder in 3.0 and 3.5 and no System.runtime.dll either

EDIT2: installés framework 4.5 dev tool

now i have façades folder for 4.5 too but no système.runtime.dll inside

so i copy paste your 4.5 système.runtime.dll inside

the error still hère ?
