I tried reinstalling and running all kinds of updates and repairs. I cant understand why it was working perfectly and now is bricked.

Norton antivirus caused the same issue to me once after an update :-) ... I had to add process id and bot folder exception for SONAR protection. I also know a friend with avira antivirus that had the same issue once.. Its because the antivirus recognizes the change or something w/e ...  Disabling the antivirus didnt help for me but it did for my friend after he closed and disabled it and rebooted without it on...
