I'm using a Vanilla Quester right now and its getting stuck at class training at level 16. It keeps trying to train at  "Babagaya Shadowcleft with ID: 23534" but this NPC apparently doesn't exist on the server I'm playing on. I want to blacklist the NPC but because it doesn't even exist I can't select it and therefore my character remains permanently trapped at ratchet.

Tools > Black list editer 

That just allows me to blacklist current target though?

 

Oh for data base you should add it to your profile or download @Matenia Plugin HMP 

I have HMP installed but all i see when I open the blacklist editor is 

Add the entry 23534 to the blacklist editor under entryid (name doesn't matter, but feel free to add it).
You can also open HMP's settings and add it to the trainer blacklist there (again, gotta add 23534)

in settings do you have it to use its own npc database?

If you click inside it, it opens a menu that lets you add a list of ids manually. With HMP's database trying to fit 3 different expansions and all servers, sometimes there will be NPC that don't exist on your server. It's unfortunate, but servers also use different patches and you can never be 100% certain some NPCs are vendor either because servers apply content patches
